Registration and Bidding Guidelines
e-Tenders and Bidding
At present, e-tendering system is followed for all NH works having value of work more than Rs 2.00 lakh.
An e-tendering portal of Ministry of Road Transport & Highways (MoRTH) introduced for the process of e-tendering which can be accessed on the e-Procure website.
It is mandatory for all the bidders to have class-II or class-III Digital Signature Certificate from any of the licensed Certifying Agency to participate in e-tendering of MoRTH. Please note the portal is irrespective of DSC type. i.e it will work with both signing and encryption and only signing but is recommended for the bidder to have a DSC with both signing and encryption certificate. To participate in the E-Bid submission, it is mandatory for the bidders to register their firm with e-Procure . To acquire a user ID and password, you can just create a login account by clicking on “online bidder login” followed by filling the corresponding form.
The RFP/Bid document can be viewed/downloaded free of cost from e-procure. For this no account is required, anyone can download the documents. A valid account will be required to bid.
Followings may be noted for contractors:(a) Registration at e-procure app of MoRTH should be valid at least up to the date of financial bid opening.(b) Proposals can be submitted only during the validity of their registration.(c) The amendments/clarifications to the RFP document, if any, will be hosted on the eprocure app. Any firm which is registered with e-procure app with validity of registration is not expired is eligible to apply.
Preparation & Submission of proposal
The response to the RFP/Bid Notice/IFB the bid document should be submitted online only along with the supporting documents as mentioned in IFB.
RFP/bid document may be downloaded from e-procure with the stated time period and tender may be submitted online following the instruction appearing on the screen. For Bidder Manuals, Click Here.
All the documents which are required to be submitted as per bidding document stipulation shall be prepared and scanned in different files (in PDF or ZIP format such that file size is not more than 30 MB) and uploaded during the on-line submission of proposal.
The following documents shall also be submitted in “ORIGINAL” at the time of Technical Bid Opening or on or before the date and time prescribed at the Office of the CE PWD NH Works Assam, Chandmari, Guwahati -781003.1) Cost of Bid if submitted in the form of DD / Banker’s Cheque.2) Bid Security or EMD.3) Affidavit as specified in Section-2 of bid document.4) Bank Certificate as specified in Section-2 of bid document.
The Hard Copy of the Technical Bid submitted online shall also be submitted in hard bound form(hard bound implies binding between two covers through stitching or otherwise whereby it may not be possible to replace any paper without disturbing the documents – spiral bound form, loose form, etc. will be not accepted), placed in a sealed envelope for evaluation purpose . For any discrepancy between the online bid and the hard copy of the bid, the online bid will govern and will be considered for evaluation. This hard copy of Technical Bid shall be submitted at the time of Technical Bid Opening or within 3 days of technical bid opening.
The department shall not be held responsible for non receipt of the hard copies of the documents required on account of postal delay/delayed physical submission. However, in special cases if the deadline submission date is declared holiday, the next working day shall be considered. The bidder is liable to be disqualified for non-submission of the hard copies of documents within prescribed time with reference number with the heading as “Technical bid for “NAME OF WORK: ….Package No. …. & “NOT TO BE OPENED BEFORE ….. hrs ….

In the Financial bid, the item-wise rates should be quoted inclusive of all taxes should only be submitted online in the e-tendering portal and not as a hard copy. Bidders submitting the financial proposal as hard copy would be disqualified.

Modification/Substitution/Withdrawal of Proposals
The Bidder may modify, substitute or withdraw its e- bid after submission prior to the proposal due date. No proposal shall be modified, substituted or withdrawn by the Bidder after the proposal due date & time.
Any alteration/modification in the proposal or additional information supplied subsequent to the proposal after the due date shall be disregarded unless the same has been explicitly sought for by MoRTH/Assam PWD (buildings & NH).
For modification of e-bid, bidder has to replace its old proposal from e-tendering portal and upload / resubmit digitally signed modified proposal.
For withdrawal of proposal, bidder has to click on withdrawal icon at e-tendering portal and can withdraw its e-bid.
In case of any variance between the amount quoted in the form of Bid (FOB) and the system generated total amount of bill of quantity (BOQ) (without any correction of errors as per clause 27 of ITB) the variance is to be explained/ clarified /justified by the bidder. In absence of such explanation/clarification/justification of FOB amount will be discarded and the BOQ amount will be taken as the Bid price, irrespective of the BOQ amount being higher or lower than the FOB amount.
The Contractor must read all the instructions in the TENDER and submit the same accordingly. For any support/ assistance they may contact helpdesk officers.
