- The SOR (Schedule of Rates) is prepared under Rule 360 of the Assam Financial Rule and all the rates of each kind of work commonly executed in each Division under P.W.D. Building, Assam are incorporated on the basis of rates prevailing in Assam. This Schedule of Rates is meant for the important purpose of preparing estimates. It is also to be taken as a guide when setting rates of contract agreement, necessary analysis of the accepted rates of each description of works and for the varying conditions thereof.
- The Chief Engineer, P.W.D, Building, Assam is the financial deciding authority as to the meanings, interpretations and implications of various provisions of the schedule of rates. His decision in writing shall be final and binding on all concerned.
- Descriptions of works mentioned in the schedule of item of works are in brief. These should be read and carried out in accordance with approved drawings, A.P.W.D. General Specification, relevant I.S. Codes of Practice and National Building Code of India.
- Unless otherwise specified distinctly, materials of best quality and durable variety shall be used in all works covered by this Schedule of items and rates. The Engineer-in charge should approve samples of all the materials proposed to be used in the works and if desired test reports from the producers shall have to be furnished to the Executive Engineer. Further required tests in approved laboratories shall have to be conducted for the sample product at contractor’s cost.
- The rates in the schedule are intended to apply to every description of work that may be required in the construction and maintenance of building of all kinds under the control of Assam P.W.D. (Building).
- Unless otherwise specified, the rate shall be deemed to be on finished net sizes, complete fixing, inclusive of all necessary materials, labourers, tools and plants, transport and shall also cover the cost of all contingent items.
