National Highways in the State is under various agencies. Road Safety measures on NHs are carried out by these agencies as per approval of MoRT&H. MoRT&H has decided to keep 10% of Annual Plan fund for Road Safety measures. National Highways in the State of Assam are under the jurisdiction of several agencies. Road Safety measures on NHs are carried out by these agencies as per approval of the MoRT&H.
- MoRT&H has declared protocol for identification of Accident Black Spot on National Highway and guidelines for rectification of the same.
- Total number of Accident prone spots identified on the stretches of NH under the control of P.W. B&NH Deptt = 73. Short term remedial measures on Accident prone spots have been taken up like:
• Center line and edge line marking.
• White coloring of road side trees.
• Speed Breaker.
• Rumble strip.
• Pedestrian crossing.
• Road sign board provided.
• Cautionary Curve sign board provided - Based on Police report of 2013-14, 2014-15 & 2015-16, 37 (Thirty seven) locations are found highly accident prone. The following measures are being taken up as per Ministry’s letter no. RW/NH-29011/2/2015-P&M (RSCE)
• Cautionary accident black spot signs at both ends.
• Solar red blinking at both the ends.
• Rumble strips together with rumble strip sign
• ‘Restriction ends’ sign.
• Estimates for the above works are being prepared. (Approx. Rs. 310000.00 each). The expenditure will be made from contingency amount of sanctioned jobs. The RO Guwahati has given the green signal. - Speed limit - the allowable speed limit has been fixed as per the Govt. Notification No. CNH.10/2014/72, dated 06-04-2015.
- Total number of Road signs = 4522 Nos. All signboards have been audited as directed and found in safe conditions. It is also ensured that no hoardings are within ROW.
- On approval of the Ministry, 6 (six) stretches of NH in Assam have been taken up for road safety audit. Tendering process has been initiated. The Bid for the audit will be available on the internet from 27/6/2017.

• Consultancy sevices for Road safety Audit form Pacharanta ( Ch.2.000) to Jalukbari (Ch. 146.00)on NH-37 under Guwahati NH Division.
• Consultancy sevices for Road safety Audit form JakhalaBandha ( Ch.325.000) to Numligarh (Ch. 405.00) on NH-37 under Nagaon & Jorahat NH Division.
• Consultancy sevices for Road safety Audit form Km. 100.00 to Mission CHariali (Ch. 135.00) on NH-15 under Rangia NH Division
• Consultancy sevices for Road safety Audit form Mission CHariali ( Ch.135.000) via Balipara to Dholaibil( Ch. 171.00) on NH-15 under Nagaon NH Division
• Consultancy sevices for Road safety Audit form Nawbaicha ( Ch.331.000) to Chouldhuwa ( Ch.375.000) on NH-15 under Nagaon NH Division - 4 nos Road safety project for execution on NH-15 (52):- As per discussion with CE (RSEC), MORT&H at New Delhi on 28-03-2017, 4 Nos of execution on NH-15 in Priority basis has been included in the list under Road safety AP (2017-18) and the same has been submitted to Ministry for approval. Approval is awaited.
- Proposal for operational road safety:- 3 (Three) stretches have been selected for operational road safety audit and the same has been submitted to Ministry for approval.
- Bus Bay and Truck Lay byes have been provided at various locations on NH. Investigation is in progress for identification of location where more Bus Bay & Truck Lay Bye is necessary. Proposal for the additional Bus Bay & Truck Lay Bye will be submitted to MoRT&H.
- Way side amenities identified = 5 nos. Estimates are being prepared for submission to the Ministry of Road Transport & Highways.
- Junction point Improvement at Mission Chariali, Tezpur, Rowta Chariali on NH-15 and improvement of Sirajuli Chowk on NH-15 has already been implemented under NH wing of Assam PWD.
- Number of bypasses has been taken up for construction/already completed to avoid the thickly populated City or Town which are considered to be highly accident prone such as Jorhat bypass, Sibsagar bypass, Dibrugarh bypass, Tinsukia by pass, North Lakhimpur bypass, Hailakandi bypass, Silchar bypass, Patharkandi bypass etc.
- NH-37 from Dibrugarh to Dhola has been totally realigned and new construction has been done to avoid traffic congestion which was the causes of accident also.
- MoRT&H allocates 10% of Annual Plan fund for Road Safety measures. Accordingly same has been implemented project wise every year.
- A Notified officer has been appointed to look after the Road safety measures.
- A Road Safety (Engineering) cell under PW (B&NH) Department has been formed .The cell members are looking the all road safety works including data collections, documentations, preparation /checking of estimates, tendering , field inspections, and co-ordination with other departments.
- Departmental engineers are sent for training at the Indian Academy of Highway Engineers, Noida. Also training programmers will be conducted within a very short time at Guwahati under the aegis of MoRTH with the attendance of engineers from all Divisions of the State.
- On Kagiranga stretch of NH 37, 46 nos of Rumble strips and road signage are provided. There is a direction of the NGT dated 17.05.17 in this regard. On the direction of the NGT one sensor base barrier have been placed on the Kanchanjuri corridor. Sudden actuation of such barrier may lead to road accidents. Hence the Ministry has instructed to insure road safety measures. These measures are being taken up.
- AS per order no.RW/NH-29021/6/2017(RSCE) dated 14.06.17 of Director General ( Road Development ) &SS, documentation shall cover video filming of the project stretches with drone to drone to record existing road &traffic condition before commencement of work & after completion of work during peak/off peak hours. Action is being taken in this regard.
